[c-nsp] WS-X6416-GBIC input errors

I did go ahead and turn off tag-switching on one of these interfaces last 
night, and that did stop the input errors.  This makes me even more 
suspicious that the input errors are really just tagged packets being 
counted as errors, though they're still being forwarded.
