Something's screwy with those Mbps and pps rates.  Did you mean 90Kpps, 
which would put your avg packet size at only 55 bytes (40000000/90000/8)?

With real traffic of that order of magnitude, I'm seeing avg packet sizes 
of 250-600 bytes, depending on the direction of traffic flow I look at.

Are you planning for 40Mbps of VOIP?
