[c-nsp] Packet loss w/ GEIP on 7500

GEIP using dot1q running 12.2(18)S11 - I get around 10% packet loss on
a sub-interface, until I do a 'memory cache-policy io uncached'. I
noticed there were some really old bug fixes for 12.0 (I think - maybe
it was even 11) where this fixed problems with tunnels, however I'm
curious to figure out why it's doing this with 12.2S.
