[c-nsp] High Cpu Utilisation: Cat 4006

Sorry, didn't catch that the first time. That L3 blade runs it's own
IOS. If the CPU is ok on that, and the high CPU is only on the CatOS
side of things, go ahead and check the port statistics - 'sh top' and
check for any spanning tree loops on those ports. What is normal CPU
utilization on this device?
