[c-nsp] Installing an I/O controller in a 7200 with NPE-G1

There is no advantage other than you get the additional ethernet ports
that are on the I/O controller for your use.   If you don't need the
ports, then there's no reason to use the I/O controller w/ the NPE-G1.
