[c-nsp] mpls te tunnel over multipoint frame relay

I have an mpls tunnel running over a point-to-point frame-relay
inteface. The lfib shows a "pop" tag under the "outgoing tag" field for the
tunnel's tailend. This is the expected behavior. When the same interface is
configured as multipoint the lfib shows "untagged" although it receives an
implicit-null label through rsvp. As a result mpls vpn traffic is dropped.
The routing protocol is is-is

Any idea why this is happening?
