[c-nsp] NPE-G1 throughput, with and without L2TP

Without L2TP, we have hit 600Mbps across the NPE and concurrently about
50Mbps to an OC-3 off the backplane.  The CPU hovers around 67% at peak.
We are running Netflow, Edge ACLs, about 35 BGP feeds (only 3 are full
Internet), a single OSPF process on the router, and very few other
features.
