[c-nsp] dcef disabled on VIP 2-40 Slot !!!

I think the key thing to note is the following:

 >  1d09h: %SYS-2-MALLOCFAIL: Memory allocation of 65556 bytes failed 
from 0x600D12
 > 60, alignment 16

then we look at this line from the "show diag"

 >         Controller Memory Size: 32 MBytes DRAM, 2048 KBytes SRAM


It all means your VIP has run our of RAM whilst trying to store all 
those dCEF entries and hence the box is stopping the CEF process on the VIP.

Does this box carry any full BGP tables?
Even if not , 32MB of VIP RAM won't get you very far at all..

The VIP2 series is only upgradable to 128M, and I would recommend more 
than this if you are carrying full BGP tables on this box (i.e a VIP4 
with 256M as a bare minimum)
