[c-nsp] OC12 and Cisco 12k

Is it possible to use a 4OC12X/POS-I-SC-B card and use it subrate?

IE: Connect to OC12 fiber gear, but only utilize three STS signals instead
of 12?  This would allow the scalability I am looking for instead of eating
1/4 of an OC48 ring from the beginning.
