[c-nsp] ACL on cisco2948 not work

Hi Joe,
if you're talking about Catalyst 2948G-L3 - there is "small" limitation
in ACL support - ACLs are supported only on gigabit interfaces, not on
10/100 (it's also noted in documentation).
