What he's talking about is that there are other vendors that offer XFP
based solutions with onboard configurable WANPHY/LANPHY (not POS) for
$3-5k per 2*10GE linecard and $2-3k or so per XFP (LR). (I don't remember
the exact listprice prices, it's much less than 6704+WANPHY Xenpak anyway)
So what cisco needs to do is to offer a 6704 but with XFP slots and
LAN/WANPHY framer onboard, where the card is priced at the same price (or
preferrably less) than the 6704.
