[c-nsp] WS-F6700-DFC3A "Incompatible" Error message

When you reset, whole switch will degrade it's functionality - so it'll
have same functions as PFC3A/DFC3A have and you cannot take advantages
of PFC3BXL/DFC3BXL on supervisor/other linecards.
