I've gotten 15 megs of 3des through an 851 so I think these numbers below
look low.
If you have partner access to CCO:

Will give you all of the cisco VPN performance specs.
Note the 4 megs for the 3005 vpn concentrator (which I've seen hit 100% CPU
at ~3 megs), what a worthless device...

2801 2.6 KPps 5.8 Mbps 83% CPU
1841 2.5 KPps 5.7 Mbps 79% CPU
2691 5.1 KPps 11.4 Mbps 81% CPU
2651XM 1.3 KPps 3.0 Mbps 85% CPU
1760 0.9 KPps 2.0 Mbps 81% CPU
