[c-nsp] Fregmented packets dropped after VACL implementation

Hi,

We have implemented VACL to stop intra VLAN taffic. Now when VPN clients
connects, first packet goes perfectly well but second packet onwards are
getting dropped. Here packets are getting fragmented and VACL drops the
packets.
