Correct me if I'm wrong, but that's *not* a GRE tunnel. That's an IP-IP 
tunnel, and will not be hardware accelerated AFAIK by the sup720 (though 
that should not matter, performance aside)

It *really* sounds like a routing problem. Have a delve into the LSDB on 
PE and CE to check the link states originating from either end of the 
routing adjacency.
