	OSM is different, as that doesn't participate in the switch
vlan foo.  With OSM you can have overlapping vlan#'s since they're
localized to that port, with the regular sup+mfsc combo overlapping
vlan numbers mean exactly what you'd expect from a truly switched
environment, one larger broadcast domain with ability to leak foo from
one customer to another (if you have two metro gig-e's or similar that
have overlapping vlan#'s)
