Not that I think this is a good idea or anything (multiple sessions  
is certainly the better approach), but if you dropped your hold/ 
keepalive timers down to minimal values it'd help you over your 3  
minute outage scenario.   After an HSRP failover, the "new" peer  
isn't going to talk over the existing TCP connection so running 3*5  
second keepalives will pick this up in 15 seconds, not 3 minutes as  
is the default Cisco config.
