[c-nsp] L2TP and L2TPv3 in 7600

Hi,

Just wonder why cisco didn't develop L2TPv2 &v3 in Supervisor 7600 ?
Most of the routers (including GSR) could run those features, but not
7600.

For L2TPv2, there is alternative deployment in 7600 using MWAM module
which is an expensive solution.
