Depends what you mean by "can't handle".  Can it not move enough PPS to
handle the video?  Does it introduce so much jitter that the playback is
jerky?  Is the video feed multicast?  (Multicast + IPSec isn't such a good
combination, you'll probably want to GRE tunnel (and IPSec the GRE packets,
if you must) if that's the case)
