[c-nsp] 7600 12.2(18)SXF5 + Rate-Limit

Hi All!

I found an interesting issue on the 7600 plattform with 
12.2(18)SXF5. It seems, that the 'rate-limit' command is
available on the CLI but seems not to work on LAN-Cards.
I assume, that only MQOS commands will work. 

Note: The systems is equipped with Sup720-3B and does not
contain any OSM or SIP based adapters.

Can someone confirm this?
