[c-nsp] bridge over E1

Please try and stay away from transparent bridging as the
performance is pretty horrible in comparison to other L2
tunneling protocols. If possible use some form of ATOM or
L2TPV3.
He mentioned between two routers so I took it there was
an ip transport between them so L2TPV3 should do the trick I
think.
