[c-nsp] multicast boundaries on the pfc?

Yes, it's been around, from day 1 on sup720, & somewhere very early
in the 12.1E train if not from the get-go. I don't think the
platform-specificity of the CLI is documented in the 6500 docs, this
is a platform-independent CLI that is used on all cisco routers and
those are not generally included in the platform docs.
I will look into getting this documented in the 6500 docs, since
there are some specifics (eg, using ACL TCAM for h/w enforcement)
that should be mentioned there.
