Just *who* are they catching with this?

By the logic behind the whole export control nonsense, if you're planning to
supply *shudder* encryption to Evil Countries, you must be a Naughty Person
in the first place - and what on earth makes them think that Naughty People
aren't above lying to a web form?

It's like the US entry visa form with all the "are you a communist /
terrorist / carrying drugs Y/N?" boxes.  Who are they expecting to tick
'yes'?
