[c-nsp] CatOS third-party SFP support

Ian,
Troy was asking for CatOS equivalent for 'service unsupported-transceiver'
that is available in IOS, and the answer is there is no equivalent command
for CatOS.
The command you give below is also for IOS and for a different purpose.
