[c-nsp] Router recommendation

That's the best recommendation today.

The 10k is the target box with all the upcoming HA features in
Exodus (12.2SB) for broadband aggregation.

I'm sure you can terminate ATM PVC's on other platforms with
bridging but for all the PPPoX type scenarios today the 72xx and 10k
are the boxes recommended.
