[c-nsp] 3rd party Xenpak for 65xx

Hi,
I have same experience with box running IOS - OEM XENPAK with 'service
unsupported-transceiver' is reported as unapproved, but it works (and
DOM works too, if it's available).
But on box with CatOS I cannot find any trick to enable OEM XENPAK and
it's reported as faulty any time.
