This is quite off-topic for cisco-nsp, but have you tried ringing your 
regular transit providers and asking if they also deliver IPv6?

Otherwise, there are several 'free' tunnel broker services, such as 
SixXS.  Not sure if they will do BGP with you, though.  Or perhaps OCCAID.
