[c-nsp] 6506 reporting incorrect vlan traffic stats via SNMP.

example, a vlan that typically has 5mbps inbound consistentally is only
reporting 40kbps.

I've seen this often in the past on my 6500s. I assumed the counters weren't
picking up layer3 swithced traffic - and what I was seeing was actually only
those packets being initially routed etc by the MSFC. Never proved it so I
could be wrong.
