Really they can, Cisco claims that there is a limited availability of SRB
IOS for 65xx:

To aid in the transition, Cisco will provide a 12.2SR train image that
will run on the existing Cisco Catalyst 6500 chassis until a migration
to the Cisco 7600 platform is complete for qualifying customers. The

Which can load-balance over label (and, as the labels of eompls packets
are the same - not to balance at all) or 'label ip' (which is not applicable
too, because there is not IP but ethernet frame under labels..).
