[c-nsp] DWDM SFP support

I see that a few platforms (6500 and it's ME variants) support the DWDM
SFP, but I'm not seeing it on the smaller switches or routers.  The
6500s all seem to require 18SXF8 or newer, so I guess they're a brand
new type of module.  Don't see them on the price list yet either.
Anyone know if these will be supported at some point in the future on
the smaller platforms?
