[c-nsp] E1 loop on WIC

Hi all

I think I must missed something obvious.  I had hardloop plug in a WIC E1 port
and can not see the loop.  Some result on anther new router/WIC.  Here is my 
configuration.  Any help will be greatly appreciated.

  Receiver has loss of signal.
  alarm-trigger is not set

  Framing is CRC4, Line Code is HDB3, Clock Source is Internal.
  CRC Threshold is 320. Reported from firmware  is 320.

Serial0/0/1:0 is down, line protocol is down
