well, the feature combination on your E2 linecard prevents the system to
load the appropriate feature bundle supporing link bundeling as other
configured features would stop working.
The engine2 loads appropriate microcode when you configure features, and
not all features are supported at the same time due to limited space on
the PSA/Asic.

Check "execute-on slot 3 sh cont psa bundle-ma bundle all" to see which
bundles are available and which features you configured, but not sure if
you can do much without changing the design/config of the interfaces on
this E2..
