Could be unidirectional errors causing packet loss at the Level3 router.
Also could be load on their router.  Since their router is generating the
notification and tearing down the session, a call to their NOC asking why
it is happening is a good place to start.

Also check the stats in "sh ip bgp sum" or "sh ip bgp nei" for retransmits
as a sign of potential packet loss toward/at their router:

Datagrams (max data segment is 1440 bytes):
