I believe I've found a workaround that works for me.  I believe the
problem is due in part that the router has to know how much bandwidth is
available in the session before it can do bandwidth reservations.  I
started playing around with this by applying a simple policy and then
changing it...

I ended up with something like:

policy-map voip-50
  class voip-sig
    bandwidth percent 2
  class voip-rtp
    bandwidth percent 50
policy-map voip_1500K
  class class-default
    shape average 1500000
   service-policy voip-50


I think if you can specify what the actual bandwidth available is, it
works.  However, I don't think that I was able to get priority working.
