I stand corrected, I got priority to work as well, something like:

policy-map voip-50
  class voip-rtp
    priority percent 50
  class voip-sig
    bandwidth percent 2
policy-map voip_1500K
  class class-default
    shape average 1500000
   service-policy voip-50
