There are different flavours of GE tranceivers, some operate on
singlemode fibre (LX/LH and ZX) and others on multimode (SX). SX are
normally just used within a POP because of the short reach (550m I
think). 

Based on that, I assume you must replace your SX GBIC with an LX/LH or
ZX (depending on distance, LX/LH reaches 15km, ZX 70km). Call the telco
and ask what the are using on their side and use the same type on your
end.
