[c-nsp] Signal too "hot" for PA-A3-T3

I've never heard of this with the PA-A3-T3, but its common when pairing 
the PA-MC-T3 and Adtran muxes.  Attenuators or a hefty service loop will 
usually cool the signal down to something cisco can handle.
