[c-nsp] 837 strangeness

I've already seen something like that, but not on this particular platform. That was somehow related to CSCdr92682.
If you think you're running into this issue as well, you can try to remove the 'oam-pvc manage' cmd or use the 'oam retry' cmd on the interface/subinterface to increase the number of OAM cells sent before declaring the VC down.

I don't know if this is nsp material...but since there's no cisco-cpe 
list....

I've got this 837 (actually, we've got a couple of them) that I'm trying 
to configure to take the place of other working DSL routers (zyxels, cisco 
827s, etc.).  The 837 doesn't seem to recognize the DSL line (atm0 never 
comes up) and whether the line is plugged in or not, once the 837 has 
finished booting, the DSL TXD and RXD lights strobe continuously, 
apparently indefinitely.  That's great if you like 'blinkenlights', but 
not so good if you want a servicable DSL router.  If it were happening 
with just one 837, I'd write it off to a bad router...but we have a couple 
of them doing this.  Are they all bad?

I've tried several different recent IOS versions so I really don't think 
it's a software bug.
