[c-nsp] Per-user QoS/Multilink on Virtual-Access interfaces?

Right.  The examples all show policing, and not queueing though - admittedly I 
haven't tried policing, so I may be able to do something with that anyway if 
that's all I have access to.

Now, does 12.2(31)SB2 have these features or is it 12.2(28)SB only?  12.2(31)SB2 
Enterprise is what I am also testing with, all I get with debugging is a 
traceback and no QoS applied at all unless I enable multilink PPP on the 
virtual-template, in which case it works as expected as the QoS policy applies 
to the multilink bundle (but enabling multilink for all customers is a no-go idea).

Without multilink I get this every time:

I'll try 12.2(28)SB if the features aren't in 12.2(31)SB - however I assumed 
given the naming of the branch that the feature had in fact been integrated in..
