A great deal of enterprise routers with a serial interface (and 
voice cards depending on how you terminate) should be able to 
handle this. All you need is an IOS that supports frame relay, VoIP 
and QoS - apart from how you want to handle VoIP, there's nothing 
special to your requirements.

Depending on voice hardware configuration (if necessary), most or 
all models under the 1700, 1800, 2800, 3600, 3700 and 3800 Cisco  
series routers should do.
