[c-nsp] rate-limit input on 4700

Hi,

I have strange problem (as problems always are).

On Ethernet0 interface on Cisco 4700 are applied rate-limits (in and
out). show run int e0 shows them both.

sh run int e0

shows that packets on input are not policed (last packet: 152903992ms ago).

IOS version is 12.0(28d) (due to RAM/flash limitations I'm not able to
upgrade) and the ethernet0 is on 6 port ethernet module NP-6E.

Any suggestions would be welcome.
