[c-nsp] Policy routing ?'s

Looking at using policy routing to override default BGP next-hops with a
specific (ultra-cheap carrier) next-hop for a certain source IP range.
However if that next-hop is down or not advertising a path for the
destination IP is there any way to automate failing back to the routing
table? Or is this the way 'set ip next-hop' will work out of the box?
