[c-nsp] Different SUPs in 7604

I haven't tried it myself.  But I would imagine, if it works, there
will only local redundancy.  If you lose one sup32 in this setup,
You'll lose all the interfaces on that sup32, but the other slot cards
will still be up and working.  Hopefully with a redundant external
link.
