mls cef maximum-routes ipv6 4
mls cef maximum-routes ip-multicast 4

setting the above to 4 each allocs remaining 240k labels to ipv4.
apparently you are limited to 248k controllable labels instead of advertised
256k.

and need to reboot, then reboot again to make sure, verify using 'sh mls cef
max'
