[c-nsp] 7206VXR PA Install Error

I've got a 7206VXR running a NPE-300 along with a couple of different
PAs. I tried to put a PA-MC-T3 in it (It already has one PA-MC-T3 in
it), and I get this:

Feb 28 14:00:01: %OIR-6-INSCARD: Card inserted in slot 5, interfaces
administratively shut down
Feb 28 14:00:11: %PA-2-UNDEFPABRIDGE: Unsupported Port Adaptor Bridge
0xFFFFFFFF in bay 5
Feb 28 14:00:11: %PA-3-DEACTIVATED: port adapter in bay [5] powered off.
Feb 28 14:00:11: %PA-2-PABRIDGE: Failed to config bridge for PA 5
Feb 28 14:00:14: %PA-4-IMPROPER_REMOVAL: Improper removal for slot 5.
Feb 28 14:00:14: %PA-3-DEACTIVATED: port adapter in bay [5] powered off.

If I put it in another 7206VXR, running the same IOS (12.3(21)), it
works just fine. The fact that all the bits of the ID are set to 1
indicates to me something isn't happy, but I'm not sure why.
