Does it do the same thing in a different slot of the same router?  Try 
an even-numbered slot.  I assume this is a hot-swap install, will it 
detect it on a reload or power-up?

Let's hope that the [expletives deleted] who are churning out 
counterfeit WICs haven't escalated to PA-MC-T3 modules!
