[c-nsp] ospf route summarization on non-abr routers

I'm trying to configure some summarization under ospf, but i have come into the following problem.

Inter-area route summarizations are created on an ABR using the following command under the ospf 
process:

Router(config-router)#area 1 range 172.16.0.0 255.255.0.0


External route summarization is done on an ASBR using the following command under the ospf process:

Router(config-router)#summary-address 172.16.0.0 255.255.0.0


When i try to summarize some routes on an "edge" (not ABR) router of an area (don't ask me why):

1) using the "range" command doesn't do anything (is this normal?)
2) using the "summary" command makes them external-2 (this seems normal)

So is there a way i can summarize routes on non-abr routers and make them appear as internal?
