All routers in area must have same database. So this is a reason that you can only make summaries on ABR for internal routes going as LSA3 into the backbone.

You can filter what goes from LSDB into routing table but you have to apply filtering on all routers in area which is usually a nightmare.

Hmm, what are you actually trying to achieve?
