[c-nsp] "%PIM-5-NBRCHG: neighbor 0.0.0.0 UP" and 12.2(18)SXF6

When we upgraded our Cat6500s to 12.2(18)SXF6, we began to see on our
PIM SM RP the following log messages.

Jan  8 14:06:00.602 UTC: %PIM-5-NBRCHG: neighbor 0.0.0.0 UP on interface Tunnel0 (vrf default) 
Jan  8 14:06:00.606 UTC: %PIM-5-NBRCHG: neighbor 0.0.0.0 DOWN on interface Tunnel0 (vrf default) DR

On the RP, there's a tunnel interface via which multicast is tunnelled
through a PIX firewall to Juniper M10i. The log message above seems to
appear every time I've modified the configuration and issued commit on
Juniper. The actual PIM neighbourhip between the boxes doesn't seem to
be affected.

What could be the event that trigges the 6506 to log the message? And
why "neighbor 0.0.0.0"?
