[c-nsp] 7204 PA-T3 PRoblem

Hi,

I have a PA-T3 in a 7204 (non VXR) NPE-200 for some reason no matter
what I do I cannot get this card to recognize any circuit attached to
it or give the appropriate lights.  I have noticed in show controllers
showing a "Last FEAC code received: unkonwn code 3F", (do note the
misspelling) Google has turned up nothing on this.

I have tried:
-New boot loader
-Various IOS versions
-Swapping out the PA-T3 with another one
-Different slots


With a hard loopback to the card here's the ouput:
